IIM Shillong - a mockery in the name of 'IIM'

Can a person without academic credentials or a PhD be appointed as director of an IIM?

Can administrative staff attend faculty meetings and interfere in academic matters?

Can faculty be denied their allowances and even the contributory provident fund (CPF) due by law?

All this and much more constitutes the shocking state of affairs at IIM Shillong - the newest IIM which started functioning from July 2008. Every process, from the appointment of faculty members to the purchase of equipment, has been subverted, resulting in an institute which is only an IIM in name.

No less than 7 of the 13 full time faculty members who joined IIM Shillong in 2008 left in less than a year, leaving a demoralised student body and questions about how an institute by the name of 'IIM' can get by without following any prescribed norms.

At the core of the issue is the appointment of Ashoke Kumar Datta as director of IIM Shillong. Dutta's profile includes 40 years of erratic corporate experience and does not list any academic credentials. Directors and faculty at IIMs are generally required to have a PhD in their subject.

Mr Dutta's biodata lists his qualification as PGDM from IIM Calcutta and 2 years on the doctoral program of Case Western University between 1971-73 (he left without receiving the degree).

At the time of his appointment Mr Ashoke Dutta was already past the age of 60, a fact which should have disqualified him from what is meant to be a 5 year term.

A source who was closely involved with IIM Shillong at inception stage says, "Mr Dutta's appointment was not cleared by the PMO and earlier by the Dept of Personnel for a full three/four months after selection. I understand there was a problem of Security Clearance and a question of age besides the PHD which kept them from clearing the appointment. It took the intervention of the then MHRD Minister through a letter to the Prime Minister to obtain the clearance".

The appointment of a number of faculty members did not follow due process as well. A former professor at IIM Shillong, recounts the horrific way in which rules were flouted to accomodate some faculty members.

"A prospective faculty member is generally required to present a paper before the students and existing faculty, before being invited for interview. In the case of at least one faculty member, there was neither a presentation nor an interview."

Another shocking case was that of a candidate who was rejected by the interview board and yet appointed as a 'faculty associate'. Three months this person was promoted to the post of assistant professor.

Another professor was recruited to teach a subject, despite having no experience or background in this subject. These and many more decisions related to academics were taken by the director unilaterally, without consulting the Dean and other faculty colleagues.

The collegial system of governance, the Director's complete lack of powers in appointments and his accountability to the Faculty Council are at the heart of the IIM model of merit and excellence.

Apart from these processes not being followed, major issues with the organisational culture soon became obvious. Some of the strange practices at IIM Shillong included:

a) Daily faculty meeting for 1 hour between 9 and 10 am with no specific agenda

b) Administrative staff being invited to attend faculty meetings where they have no locus standi

c) Administrative staff interrupting lectures on minor pretexts.

d) Officer on Special Duty (Finance) sending emails questioning professors on issues related to CAT interview selections

e) Professors being humiliated in faculty meetings, intimidated verbally and through memos; and being told by the director "you are welcome to leave" if they raised their voice on any issue, including issues like CPF (contributory provident fund) not being provided by IIM Shillong, as per prevailing laws of the land.

A former IIM Shillong professor who spoke to me recalls, "I realised there was a problem when on 5th July 2008, when the director tried to force a faculty member to teach the accounting paper. The faculty member had refused citing lack of experience in teaching that subject".

"The Director insisted the faculty should teach accounting or resign. The person in question did resign but was later asked to stay on."

But this faculty member was not the only one to suffer thus.

Another such person was an eminent professor of Economics, who relocated to India from the US, where he taught at reputed schools including NYU. His wife, a professional with 20 years experience at leading American banks and financial institutions (and a visiting professor at schools like Northwestern university) also joined IIM Shillong as faculty member.

This professor objected to several of the goings on, including a faculty member being appointed in the economics area without his knowledge.

In less than 15 days, the economics professor became persona non grata. The director found an excuse to withdraw the offer made to his wife and he did so in the most callous manner - by serving a discharge letter while she was in the midst of taking a class.

Both professors left the very same day and subsequently joined another IIM.

IIM Shillong also failed to provide the basic support required by professors to do their jobs smoothly.

"I have spent substantial amount along with the student co ordinators for the winter placement activity. The money spent on STD calls, faxes, couriers and so on was not provided by IIM Shillong." says the former IIM Shillong professor.

Matters came to a head when in a faculty meeting he requested Mr Dutta to release money due to the faculty under CPF (Contributory Provident Fund). Since the probation period for faculty had been extended from 1 year to 2 years, various allowances such as relocation allowance and foreign travel grant were also not being provided.

"In fact I was not reimbursed for the travel cost incurred in my recruitment interview. The Faculty Development Allowance of Rs 36,000 per year which is provided to professors to subscribe to academic journals and magazines was also withheld, despite being specifically mentioned in my appointment letter," he says.

Ultimately, the director terminated the services of the professor who raised his voice - without citing any reason.

The former professor adds,"I had a very high rating from students, the highest for any faculty member. I was relieved because I am not a yes man and because I asked questions about the improper functioning of IIM Shillong." These questions included financial irregularities.

These include the following:

* Mr Dutta happens to be the chairman of a company from Kolkata, the All India Technologies, which is appointed as the webmaster of IIM Shillong for designing and maintenance of the institute’s website.

* Another related party transaction is the procurement of a web conferencing solution from Intellisys ltd, a company in which Mr Dutta occupies the position of a director.

Sources also allege that Mr Dutta is hardly present on the campus, with innumerable foreign and domestic tours taking him away for Shillong for 15-20 days in a month. Mr Dutta was to take the Business Communication course last year but only took 2 lectures. The rest of the course was handled by other faculty members.

The two areas where IIM Shillong has maintained sanctity are the course curriculum and the intake of students. In both cases external advisors are involved. Prof Paul Srivastava of Bucknell university has helped to design the PGP course curriculum.

Former director of IIM Ahmedabad Jahar Saha was the Chairman of the Admissions Committee of IIM Shillong and with the help of former IIMA and IIMC professors, conducted the interviews of shortlisted students. This process was smooth in both 2008 and 2009.

"The Ministry of Human Resources and Board of Governors of IIM Shillong is fully aware of what is going on, but not taking any action," says the former IIM S professor who spoke to me.

The biggest losers in all this are the students, who have no option but to graduate from IIM Shillong, making the best of a bad situation. They are silent, for fear of repercussions and harassment, as well as adverse impact on their placements.

(It is interesting to note that IIM Shillong had trouble filling up seats this year with scanty acceptances from the first and second list released by the institute. A third, fourth and fifth list was released before all seats could be filled).

In response to an email and fax questionnaire on all of the above issues, Mr Dutta stated that, "Most of the points raised by you pertain to jurisdiction outside the purview of the director."

Ministry of Human Resource Development (MHRD) acknowledged they have received my questionnaire but would not commit on a timeframe in which they would answer.

All in all it is a very sorry state of affairs. With four more 'IIMs' slated to come up over next two years, it raises important issues of academic standards, governance and accountability of new institutions toward their stakeholders. And the IIM brand name.

  2. Really a shocking news! The brand identity of the already established IIMs should not be allowed to dilute. Instead of opening new IIMs, the government should have taken steps to improve the quality of education at the already established IIM-Shillong. Other new IIMs are likely to meet the same fate or may be even worse if no further steps are taken.

Really disheartening that the govt is playing such games with the IIM brand name- on the one hand you have the recent news of record breaking summer placements at IIM A and on the other this sordid state of affairs at IIM S . The govt should really stick to funding existing schools of repute and excellence rather than openin IITs and IIMs en masse and making a hash of it.

This news is really shocking.The government is spoiling the IIM brand name which has been built by the older IIMs over a long period of time.Such things not only affect the institute brand name but also the morale of the students studying there after all these students have come to this institute after clearing the CAT hurdle.Let's hope that the other new IIMs don't meet the same fate.After all this expose the government will take appropriate action.

  10. Government ( Read HRD Ministry ) is not concern about the well being of the Institute/student or country.

    They create these new sectors/regions to just grab tax-payers money in one or another form.

    Check the new system, rules are being developed to rake tax-payers money ,

  11. This doesnt surprise me. If government controls the higher education space for few more years this will be the case with all other IIMs and IITs.

    After all these were the only few islands of excellence in countries left after milking all other cows.

  12. the IIT's are being mentored by the existing ones, with all the administrative and faculty affairs being handled by existing faculty and staff. the mentoring would be stopped only when the mentor IIT's deem the new institution self-sufficient. it is a sad time in the history of indian education and the Congress must do all it can if only for the sake of Pt. Jawaharlal Nehru...

  14. I will state only that the story you have naratted is just a small tip of the icberg!

    Are we really concerned with academics? Get a degree (UG to Ph D) anyhow, capture elite posts, as others; so called talent, who come from rich (that include leaders, politicians, social, Officers, IAS, etc, Professors, landlords and prince) classes are already at the feet of foreign countries.

    When India was a slave country, India could produce two Nobel Laurets, what we have achieved during the last 62 years of independence?

    We are intersted in money minting business.

    We are not taking any lessons from our history, we are only after satisfying our petty personal gains/goals!

    This is indeed shocking. However, coming from someone as popular as you, especially amongst MBA aspirants, who would give real high weightage to your words, I would have hoped that something about the views from the other party were also there, eg some comments from Prof. Ashok. Even a "No Comments" would have said a lot of things.

    In any argument/dispute, the view from one side is invariably bloated. Having both the viewpoints puts a good perspectiev to the real case, which more often than not is somewhere in between.

If the government cant ensure high standards for the new IIMs they should not open any more institutions for the sake of garnering more votes. Really shameful piece of news.

  20. It is extremely appalling to know that functioning of an otherwise reputable institute like IIM is so disturbed. The idea of creation of more IIMs all over the country was to assimilate and provide exposure to the deserving candidates. These institutes are supposed to be the breeding grounds and foundation of world class management professionals.

    What I feel utmost grief for is the batch of students who're being churned out with degree certificates which actually hold no value. I plan to do my bit and post this insightful piece on my blog as well so that others can be made aware of this situation. I'd also request others to share this post through emails or through social networking websites to their contacts.

Shocking indeed...So many professors leaving cant be without reason....this should be looked into...But Im of the opinion that established IIMs shouldnt be as badly hit as the location of every IIM also has its weightage...so an A, B or C will still be held in the same respect...But yes this is a shocking piece of news which hopefully will wake up the people incharge to shift into correction mode

    posts like these make me proud of blogspot...thanks for making aware abt the current scene of IIMS

    I had submitted a research paper on Life Insurance in India for there upcoming journal of management science (see IIMS site). Unlike any other reputed institute, I am still to get an acknowledgement from them related to receiving of paper. Also, after 3-4 mails in which I posted queries related to dates, there were no replies. Now if this is the attitude of top academicians, then am sure IIMS will land in B category of B schools.
    If they cant maintain the brand value, they should not disgrace it by there unprofessional behavior.

    I haven't dreamt of a situation like this that would happen to IIM-S. I think Govt. should do something about this issue, otherwise it would become something like Natonal Law Schools where only a couple of them were performing and rest, I'm sure most of us wouldn't know even their names. I hope something best will happen and the tax-payers' money is utilised in a proper and efficient way.

  28. Rashmi - I am very well aware of the mismanagement at IIM Shillong, so it is probably good that you are highlighting this. But you have not mentioned that IIM Shillong is being mentored by IIM Ahmedabad. Why is that I wonder ?

    The fact is that a new institute has to make do with the people it can get. Especially when you tack on a 'Rajiv Gandhi' in front of its name.

    And I'm waiting for you to write an incisive expose of the FOSTIIMA business school :)

  29. What is being described is shocking, no doubt. But the assumption that it does not happen in more established institutes is not true. Academic mediocrity and gross violation of collegial spirit is a fact in many established institutes. What differentiates between the newer institutes and the so-called well-established ones is perhaps the 40-50 year brand legacy that the latter have which acts as a "chinese wall" to the intellectual and procedural decay that has set in these places.

    The government control over time may have encouraged such mediocrity to an extent, but it is not obvious to me that autonomy given to such institutes breeding mediocrity for long will transform them into world-class institutes on their own mettle - mediocrity breeds mediocrity and nothing else.

  31. That the ministry will kill brand IIM (and IIT as well), for petty media attention of sidelined HRD ministers, is beyond doubt and we can do nothing about it. As responsible alumnus, we now need to develop the fourth letter. Let IIM no longer be the brand; it's IIMA, IIMB, IIMC, IIML, IIMI, IIMK etc. The IIMs have been doing it for some time and IITs need to learn quickly. Sorry boys! IITM matters for me and not in this lifeitme I shall consider IIT (Patna) or IIT Rajasthan in the same cadre! We gotta save what we can from the ministers...

  34. thanks Rashmi for bringing this notice to public...I agree with the Professor. one of the thing that i am aware of IIM shillong do not pay travel cost for attending the recruitment interview.
    However, many other things might be cooking inside the campus as highlighted by the senior professor. Alarm for the new IIMs and existing IIMs.

  35. This to me is not very shocking....a lot of activities take place which if unvieled would reveal shocking truths, be it IIM's, IIT's, AIIMS or anywhere else. Almost every B'School fudges its placement figures, its faculty strength, its industry contacts...but students of any place are not brave enough to raise their opinion....

    --I am not very sure as for it one has to do some study of the rules and procedures of how the directors are appointed. Better let’s ask GOOGLE about the founding directors of IIMs

    IIM Calcutta-Mr. K.T.Chandy, the former Chairman of Hindustan Lever (http://en.wikipedia.org/wiki/Indian_Institute_of_Management_Calcutta)

    Results show that some of the founder directors of premier institutes are mentioned as Mr contrary to Dr. But I hope that who ever has asked this question would have done better research on this topic than me.

    Not very sure, but for a new INSTITUTE where agenda might be to get more and more exposure and better placements in the scenario of global meltdown, involving administrative staff may not be a bad decision. In almost all the institutions several office of responsibilities like, admissions, placements, exams etc is chaired by a faculty member and administrative staff supports the functioning of the office. But I hope that by this question the answer seeker means that administrative staff was participating in meeting where some thing totally academic unrelated to other activities was being discussed.

    If such this has happened it’s really very bad thing to accept. A person has to dedicate his/her whole life for a profession like teaching. Even as early as in the doctoral phase one has to make a lot of sacrifices. One really can’t accept that such high talented, dedicated intellectuals to be denied of any allowance due by the law of land.

    On the other hand, why will someone withhold allowance and contributory provident fund due by law? Can some body tell me that is the money under this fund transferrable. Anyway, faculty shortage is almost a problem witnessed by every IIM. Interested people may do a GOOGLE for this. So for an institute which has started in 2008, getting well qualified faculty member would be the toughest task. I didn’t really see the logic of denying someone of allowances etc due by law.

    Is it may be a stand alone case or a generally practiced phenomena, but more clarifications are needed.

    It’s really a hard fact to accept that the attrition rate of faculty members is much high. But I hope that the situation of other IIMs may be much better in terms of faculty attrition rate and a lot of research would have done on this before putting such an argument by the blogger. Let’s look on the other side, if given a change who will not wish to join another well established IIM. One has to accept that location of the institute is one of the major factors for such decisions. Considering the family of the faculty members, opportunities of consultancy and other projects from industry, I feel that the problem of attrition will persist for long.

    I hope that the blogger is sure about the profile of the director. I think having a PGDM from IIM Calcutta before 1971 is it self a big achievement. Meaning of 40 years of erratic corporate experience is not very clear. Does the PDGM from an IIM remains in the same organization for his/her whole life? I think there is a lot of scope to further explore this. What does “generally required to have a PhD in their subject” does that mean they may not. Anyway we have already discussed the profiles of some of the directors earlier.

    How is “Security Clearance” related to appointment of a director in IIM. Is the blogger talking about appointment of a director or boarding a plane. If the appointment is not cleared even after selection then I think the selection committee should be questioned. One also has to think of the functioning of Govt of India where a person has to face so many problems even after being selected. What I like the best is “intervention of the then MHRD Minister through a letter to the Prime Minister to obtain the clearance”. Is it really possible for the PM of India to look into such matters? Moreover, IIM shillong is named after former Prime Minister, Rajiv Gandhi, so there may be no question of making any compromise by the ruling party in appointment of the director.

    This one is really shocking. But as far as my knowledge is concerned a director and a professor are on the same level. I am quite curious by now to know that why was the director withholding the CPF.

    Let see what Wikipedia has to say “Formally inaugurated by Dr Donkupar Roy The Chief Minister of Meghalaya on 4 July 2008”. So the very next day of the formal inauguration of the institute something like this has happened. Can someone tell when classes have formally started in RGIIM in the year 2008 so that we can have some more clarity on this issue?

    The Director insisted the faculty should teach accounting or resign. The person in question did resign but was later asked to stay on.

    Can a director ask a person PhD in marketing to teach accounting? I think faculty members are given some time before the start of the course to prepare the subject and other requirements like the course outline etc.

    Another such person was an eminent professor of Economics, who relocated to India from the US, where he taught at reputed schools including NYU. His wife, a professional with 20 years experience at leading American banks and financial institutions (and a visiting professor at schools like Northwestern university) also joined IIM Shillong as faculty member.


    This professor objected to several of the goings on, including a faculty member being appointed in the economics area without his knowledge.

    In less than 15 days, the economics professor became persona non grata. The director found an excuse to withdraw the offer made to his wife and he did so in the most callous manner - by serving a discharge letter while she was in the midst of taking a class.

    Both professors left the very same day and subsequently joined another IIM.

    If this is to believe then it’s really very unfortunate for the students of IIMS. Professors with such qualification and experience will always be welcome by institution across the world.

  42. IIM Shillong also failed to provide the basic support required by professors to do their jobs smoothly. "I have spent substantial amount along with the student co ordinators for the winter placement activity. The money spent on STD calls, faxes, couriers and so on was not provided by IIM Shillong." says the former IIM Shillong professor.

    Matters came to a head when in a faculty meeting he requested Mr Dutta to release money due to the faculty under CPF (Contributory Provident Fund). Since the probation period for faculty had been extended from 1 year to 2 years, various allowances such as relocation allowance and foreign travel grant were also not being provided.

    Why is this CPF not being granted can someone please clarify this?

    "In fact I was not reimbursed for the travel cost incurred in my recruitment interview. The Faculty Development Allowance of Rs 36,000 per year which is provided to professors to subscribe to academic journals and magazines was also withheld, despite being specifically mentioned in my appointment letter," he says.

    If a professor is saying so then there can not be a second opinion.



    Ultimately, the director terminated the services of the professor who raised his voice - without citing any reason.

    The former professor adds, "I had a very high rating from students, the highest for any faculty member. I was relieved because I am not a yes man and because I asked questions about the improper functioning of IIM Shillong." These questions included financial irregularities.

  44. Sources also allege that Mr Dutta is hardly present on the campus, with innumerable foreign and domestic tours taking him away for Shillong for 15-20 days in a month. Mr Dutta was to take the Business Communication course last year but only took 2 lectures. The rest of the course was handled by other faculty members.

    How true is this and how different is this from Other IIMS?

    The two areas where IIM Shillong has maintained sanctity are the course curriculum and the intake of students. In both cases external advisors are involved. Prof Paul Srivastava of Bucknell university has helped to design the PGP course curriculum.

    Is this a first time practice adopted by IIMS. I think ppl should do a google or may find out from their friends seniors in other colleges. But if the bloggers says so may be a sufficient research is done to support the argument.


    Former director of IIM Ahmedabad Jahar Saha was the Chairman of the Admissions Committee of IIM Shillong and with the help of former IIMA and IIMC professors, conducted the interviews of shortlisted students. This process was smooth in both 2008 and 2009.

    (It is interesting to note that IIM Shillong had trouble filling up seats this year with scanty acceptances from the first and second list released by the institute. A third, fourth and fifth list was released before all seats could be filled).

    GOD!!! Such insider information only “JAMES BOND” or someone with similar capabilities can have.

    In response to an email and fax questionnaire on all of the above issues, Mr Dutta stated that, "Most of the points raised by you pertain to jurisdiction outside the purview of the director."

    But still the blogger believes that the director should be held responsible. More interesting that the blogger expects that all the questionnaires send to someone will be answered. Those who reading this please imagine your self as a director of some institute like IIM and tell will you really have time to answer any questionnaire.

Understand from a Delhi Professor who attended a recent IIM Shillong faculty interview conducted on 17th and 18th August 2009 at Guwahati that the Interview Board consisted of eminent Professors from Kolkata and Guwahati besides the Director of IIM, Shillong. He also shared with me that two eminent persons who attended the said interview were shortlisted / selected for appointment as Professors but every thing fizzled out in the last minute. In the final reckoning only the students are the affected lot. If one were to look at the courses offered to the students they are only too preliminary and nothing great. I pity these students and the sorry state of affairs.

    Results show that some of the founder directors of premier institutes are mentioned as Mr contrary to Dr. But I hope that who ever has asked this question would have done better research on this topic than me.

    MY Comments – If you look to the directors of most recent IIMs (K, I, L) they are all Ph.D Holders excepting IIM Shillong. Now if you compare a prophet like K T Chandy, chairperson of HLL, with Mr Dutta then it’s too fanatical. The Economic Times carried an article on Ravi J Mathai (Product of Oxford University) in December 2007, which is worth a read. Plz go through the few lines before you degrade him by comparing with Mr Dutta

    Mathai, was almost an ascetic, principled, equally passionate intellectual who established the foundations of IIMA and rapidly took it to great heights.

    "In relinquishing his job, Mathai lived up to the highest traditions of self-abnegation so greatly revered in this country. In many other ways, he set almost impossible standards of conduct. He instituted a rule (since waived) that the director should not be involved in consulting. He declined to seek reimbursement of his travel and medical bills. He never projected himself, it was always the Institute that got projected. I have heard that he was rather reclusive, locking himself in his house at the end of the day and mentally reviewing the events of the day.

    The great thing about people like Mathai is that not only do they create the foundations for durable success, they also set standards for those who follow. It is impossible for anybody sitting in the director's chair to escape comparison with Mathai."

    YOUR CONCERN;
    Not very sure, but for a new INSTITUTE where agenda might be to get more and more exposure and better placements in the scenario of global meltdown, involving administrative staff may not be a bad decision. In almost all the institutions several office of responsibilities like, admissions, placements, exams etc is chaired by a faculty member and administrative staff supports the functioning of the office. But I hope that by this question the answer seeker means that administrative staff was participating in meeting where some thing totally academic unrelated to other activities was being discussed.

    MY COMMENTS:
    It’s a fantastic idea but unfortunately the admission information is so sensitive that it is never shared among the faculty members till the completion of admission process; forget about the administrative staff. Even in some of the IIMs, faculty members don’t know about the collegues who are accompaning them for the same interview till they meet each other at the exam centre or at the airport. Similarly placement is not a matter to be discussed regularly. Further as Rashmi has pointed out that the winter placement of the institute was managed by two faculties along with few students without the support of any administrative staff there is no point discussing these issue with OSD (F), library staff, Engineering personnel etc. Moreover the quality and productive time of all faculty members should not be spoiled when there is somebody to look into a particular function.

    On the other hand, why will someone withhold allowance and contributory provident fund due by law? Can some body tell me that is the money under this fund transferrable. Anyway, faculty shortage is almost a problem witnessed by every IIM. Interested people may do a GOOGLE for this. So for an institute which has started in 2008, getting well qualified faculty member would be the toughest task. I didn’t really see the logic of denying someone of allowances etc due by law.

    MY COMMENTS:
    A fact is a fact, irrespective of whatever we think about it. Mr Dutta is well-known in academia for creating problems to his faculty colleagues. Even it is heard that professors of an institute, where he was working previously as director, have filed a case against him. He is pursuaded by his evil mind and claps at the pinch of others. Also he could not cope with his collegues at IIT Kharagpur as the dean for which he had to fly overnight.

    YOUR CONCERN:
    It’s really a hard fact to accept that the attrition rate of faculty members is much high. But I hope that the situation of other IIMs may be much better in terms of faculty attrition rate and a lot of research would have done on this before putting such an argument by the blogger. Let’s look on the other side, if given a change who will not wish to join another well established IIM. One has to accept that location of the institute is one of the major factors for such decisions. Considering the family of the faculty members, opportunities of consultancy and other projects from industry, I feel that the problem of attrition will persist for long.

    MY COMMENTS;
    As per a letter circulated by an NGO, the following is the list of members who left IIM Shillong before they could start their career in such a premier brand.
    (1) Mr SRV Anand – OSD (Came From IIMA)
    (2) Prof Manoj Bayong – Visiting Faculty (Joined from IIMA)
    (3) Prof Suvendu Bose – Faculty (Came from PWC)
    (4) Prof Krishna Lada – Faculty (An intellect Came from NewYork university)
    (5) Prof Rani Lada – Faculty (Came from USA having experience with Citi Bank, Morgan Stanley, J P Morgan etc)
    (6) Prof B panda – Faculty (Came from NEHU, a central University)
    (7) Prof Ashutosh Dash – Faculty (came from NIFM, Under Ministry of Finance)
    (8) Professor Deepak Gandhi – Dean (Came from UN related agencies, Escorts, Nippon Denro etc)
    Only Prof Lada has joined another IIM that to few months after his departure from IIM Shillong. Please confirm how many faculties have gone to other established IIMs in a greener pasture. All the above members were well informed about Shillong but still became a part of IIMS team to build up the institute. Unfortunately all them had to leave as the institute is in the hands of a foul mouthed, ill tempered, irrational and vindictive person. There would be no faculty or staff of IIMS who would not have suffered a treat worth lifetime of insult and humiliation from Mr. Dutta repeatedly and dreads meeting him either in public or otherwise.

    YOUR CONCERN:
    I hope that the blogger is sure about the profile of the director. I think having a PGDM from IIM Calcutta before 1971 is it self a big achievement. Meaning of 40 years of erratic corporate experience is not very clear. Does the PDGM from an IIM remains in the same organization for his/her whole life? I think there is a lot of scope to further explore this. What does “generally required to have a PhD in their subject” does that mean they may not. Anyway we have already discussed the profiles of some of the directors earlier.
    MY COMMENT:
    The CV of Mr Datta brings out the fact that he could not completed hiS Ph.D even after getting himself enrolled for the same. Is not it a big achievement? If not, why would he like to mention it in CV?

    Certainly a PGDM should not remain in one organisation for whole life but does it mean he had to change companies at an interval of 3-4 months. Mr Dutta never mentions his tenure at different companies for his short stay. Is not it erratic?

    How is “Security Clearance” related to appointment of a director in IIM. Is the blogger talking about appointment of a director or boarding a plane. If the appointment is not cleared even after selection then I think the selection committee should be questioned. One also has to think of the functioning of Govt of India where a person has to face so many problems even after being selected. What I like the best is “intervention of the then MHRD Minister through a letter to the Prime Minister to obtain the clearance”. Is it really possible for the PM of India to look into such matters? Moreover, IIM shillong is named after former Prime Minister, Rajiv Gandhi, so there may be no question of making any compromise by the ruling party in appointment of the director.
    MY COMMENT:
    I am not sure but believe in any central Govt. service, a home ministry clearance (police verification as well) is required which might be referred as security clearance. It is quite possible for Dutta, clearance would have been a problem for his age.
    Mr Ashoke K Dutta, appointed with political intervention, has never faced any selection committee. A person who could take 2 out of 24 classes can not stand before a selection committee. Intervention of the then MHRD minister is quite possible as Mr Dutta claims himself to be a close associate of the current finance minister. Other wise how can a person without good number of publication and Ph. D and a failure in managing second grade B scool like IISWBM be given such huge responsibility.

    It is quite possible for PM to look into such matters as he is a true academician and wants tio promote higher education. He might have taken special interest as his constituency falls in N-E India. Since the ruling party has dilluted the IIM Brand by adding RG as prefix they can make any compromise in all issues why only appointment of director.

    YOUR CONCERN:

    If someone of such repute as a professor says so, no one have may have a second opinion on that.

    I believe you understand the value of time. If 20 people are attending a meeting for an hour at least 20 man hours have been unproductive and Mr Dutta’s ill behaviour (shouting and jeering) might have spoiled the entire day of the faculty members. It might have been more destroying than is being written

    You should be aware that the Director does not have a say in the CAT admission process until something very serious comes out. As per the blogger, here an OSD who is a tempory employee without having adequate knowledge on CAT asks faculty member on such sensitive issue. Don’t you think such intervention may spoil the sancity of the admission process? What automy and liberty a faculty has when he is asked explanation by OSD (Finance) on CAT interview? Is it within his perview? Rather it indicates something wrong where OSD (F) was taking the role of a director.

    Please find the relevant dates: As per the institute website 04th July was inaguration on the day of Rathyatra. From 14th July – Orientation programme for one week on sustainability was conducted by prof Paul Srivastav, some renowned professor from abroad. I believe formal classes might have been started from 21st July. If classes would have taken place during 7th-11th then accounting class might not have been scheduled.

    This is unique probably in IIM Shillong as the ILLITERATE director wanted his faculty members to be multidisciplinary. According to a letter circulated by an NGO, a professor of taxation area was teaching strategy to the first batch of students and he was told to teach business law. Similarly it is heard that a faculty joined in sports management area is asked to teach Mergers and acquisitions. Faculties need to be given breething time but sometimes it is not possible for a start up institute.

    The competency of the company may be good but some better company would have got the assignment, had there been arms length transaction. A related party transaction is always questionable as there exists a conflict of interest.     Ms Bansal has done a great job by putting right things on place. The only thing Mr Datta did not do is probably could not interfere in developing syllabus as he is incompetent for this. He can do anything and everything other than academics, although he has ‘no achievement in corporate also’.

    Location does not have to play a significant role. IIMK is also situated in an isolated place but gets a record placement. Even few days back the 100% winter placement has grabbed the headlines of nws papers. Writing about IIMS to bring into track is welcome at any point of time. People like Ms Bansal can be instrumental in saving the future of those who joins the IIM to realize their aspiration.

    But still the blogger believes that the director should be held responsible. More interesting that the blogger expects that all the questionnaires send to someone will be answered. Those who reading this please imagine your self as a director of some institute like IIM and tell will you really have time to answer any questionnaire.

    MY COMMENT:
    We believe if the director has a cleaner and greener image he should have answered appropriately to save the brand image of the institute. That probably would have been the priority of Director as a damage control mechanism. Dutta would have come out openly in good sense and spirit. It seems Dutta himself and his administrative cronies are busy in responding to blogs by coercing students to respond to blogs to protect his image, which by default is getting worse.

    Rahul you should have done more research on it before accusing the blogger, otherwise, it seems that you are one of Dutta’s cronies

  54. Now I waiting for Rahul to reply to my comments. In fact, I wanted to have this issue open up to this extent to enable me expose all the unethical and corrupt practices at IIM- Shillong, under the mentally sick and ill Director, Ashoke Dutta.

    I am doing it in the interest of IIM-Shillong’s students as faculty has failed to protect the institution as either they are saving their ass or running away from the insane behavior of Dutta.

    I know that Rahul , Mical, the digitals are cronies of Dutta and are being coerced or motivated for wrongful promises by Dutta and his administrative staff to write to defend him.

    Why can’t Dutta reply to Business Standard’s report of last week, which has taken lead from Rashmi’s blog. He has no guts and strength to respond them as he cannot mitigate the facts and truth by coercing faculty and administrative staff to deal with press.

    This is the beginning of Dutta’s end.

    and his Hon. Minister, who always fight for justice:-

    We are asking you to investigate the matter thru third party , an eminent person like Ms.Kiran Bedi to correct the system and GOI’s objectives and investment for institutionalizing and creation of Global Management Schools to ensure, that India is seen as powerful brand in the management education too. We are not in top 100 B-schools despite that IIM’s are reasonably visible courtesy IIM- A, B and C. You compare profile of any Director of these schools of last 40 yrs to Dutta. If you find one like Dutta, please award Bharat Ratna to Dutta and I will write cheque of 5 lacs in favour of him

    You cannot build the institution by appointing incompetent, intellectually and morally corrupt person like Ashoke Dutta.

    Please look in to it and take reformative action immediately before it rocks the issue in parliament.

    Mr. Minister and Thakur sahib, you will be in a very embracing situation then. Please investigate the working and culture built by Dutta at IIMS and ensure undoing it in the interest of students in particular and IIM brand and academic institutions in general. You will be doing great service to society and hastening process of nation building. Both of you have undertaken oath to that effect before occupying the seat of public service.

    I am taking liberty to request other IIM Director’s also to intervene and save their own brand otherwise posterity will not pardon you for your inactiveness and passive attitude of ‘Sab Chalta hai’.

  56. It is not only IIM Shillong is on fire. IIM Indore too is in line. Like IIM-S, IIM-I also deals with several financial, non-financial irregularities. It is pity that a Professor served on bogus certifiacte, as he was known to some top management people, he was allowed to go safely. Appointments done are irregular, without proper procedure, qualification and violating Election Code of Conduct during March 2009 to May 2009. There are n number of irregularities in tendering, CAG has commented in its report, Income Tax & Service Tax evasion, PF irregularities and so on. Safety in the campus is almost nil. It is mockery in name of management institute, totally mis-managed.
